11 Arrested in Santa Barbara Raids on Firearms, Drug-Trafficking Operations

Multiagency police task force sweeps seven locations, including house across from Monroe School

Seven suspects were taken into custody Saturday in a Santa Barbara Regional Narcotic Enforcement Team sweep of seven Santa Barbara locations, including a home across the street from Monroe School on the Mesa. The suspects were wanted in connection with an alleged illegal firearms and drug-trafficking operation, said Sgt Lorenzo Duarte, a Santa Barbara Police Department spokesman.

Four other people were arrested in the raids.

The sweep was part of Operation Apehanger, a joint SBRNET investigation with the Bureau of Alcohol, Tobacco and Firearms. Duarte said in a statement that the nine-month investigation has resulted in the seizure of numerous fully automatic AK-47 assault rifles, semi-automatic assault rifles and handguns with high-capacity magazines, a stolen handgun and several ounces of cocaine.

According to Duarte, Saturday’s raids included the seizure of additional illegal assault rifles, as well as other illegal weapons and various amounts of cocaine, methamphetamine, illegal mushrooms, and an illegal indoor marijuana cultivation operation across from the Monroe campus.

Duarte said the police SWAT team participated in the service of the arrest and search warrants at 2015 Castillo St., No. 4, and at 510 Flora Vista Drive because of the suspects’ alleged access to high-powered weapons and their potentially violent nature.

According to the statement, arrested and booked into the Santa Barbara County Jail on Saturday were:

» Keith Brown, 29, on charges of possession of marijuana for sale, possession of dangerous drugs and felony child endangerment. Bail was set at $100,000.

» Thomas Anthony Dominguez, 52, on charges of marijuana cultivation, possession of stolen property, conspiracy to distribute illegal firearms and possession of illegal firearms. Bail was set at $250,000.

» Thomas Edward Dominguez, 35, on charges of possession of cocaine for sale, child endangerment, possession of illegal firearms (machine guns), conspiracy to distribute illegal firearms and parole violation. He is not eligible for bail because of the parole violation.

» Jacob Farias, 18, on charges of conspiracy to distribute illegal firearms, possession of burglary tools and marijuana cultivation. Bail was set at $250,000.

» Jose Farias, 47, on charges of conspiracy to distribute illegal firearms and violation of felony probation. He is not eligible for bail because of the probation violation.

» Michael Finerty, 26, on charges of possession of illegal mushrooms for sale. Bail was set at $30,000.

» Virginia Highfield, 30, on charges of parole violation, felon in possession of firearms and conspiracy to distribute illegal firearms. She is not eligible for bail because of the parole violation.

» Robert Maynez, 51, on charges of cocaine sales, possession of illegal firearms (machine guns) and conspiracy to distribute illegal firearms. Bail was set at $250,000.

» Micah McCabe, 37, on charges of conspiracy to distribute illegal firearms and felon in possession of firearms. Bail was set at $250,000.

» Chrysta Ramirez, 28, on charges of felony child endangerment. Bail was set at $100,000.

» Alejandro Raya, 42, on charges of possession of illegal firearms (machine guns), felon in possession of firearms and conspiracy to distribute illegal firearms. Bail was set at $250,000.

In addition to the Castillo and Flora Vista locations, Duarte said raids were carried out at 350 Cooper Road, 326 E. Micheltorena St., 416 Samarkand Drive, 2505 Selrose Ave. and 2311 White Ave. All are in residential neighborhoods.

SBRNET, BATF and the Santa Barbara police SWAT team were joined by the Santa Barbara County Sheriff’s Department, California Highway Patrol warrant service teams, the Los Angeles Bureau of Narcotic Enforcement, San Luis Obispo County Narcotics Task Force, and Immigration and Customs Enforcement.

“The type of firepower that these individuals were illegally manufacturing and selling is an extreme danger to every resident of this area,” said Christopher Shaefer, acting special agent in charge of the ATF’s Los Angeles Field Division.

“These are the types of weapons that the men and women of our military face on battlefields in the Middle East and are the same types of firearms used in the cartel-fueled violence in Mexico.

“BATF will continue to work with our law-enforcement partners in the Central Coast region targeting violent criminals who use firearms as their tools of the trade.”

Santa Barbara Police Chief Cam Sanchez praised the execution of the sweep.

“The Santa Barbara Police Department was proud to work with these other great agencies,” he said. “Taking automatic weapons off the streets and putting these criminals behind bars ranks among our highest priorities.”

The state Attorney’s General’s Office’s Bureau of Narcotic Enforcement operates 48 regional narcotic task forces statewide. The Santa Barbara regional team is a cooperative effort between the Bureau of Narcotic Enforcement; CHP; Guadalupe, Lompoc, Santa Barbara and Santa Maria police departments; the county District Attorney’s Office; the county Probation Department; and the Sheriff’s Department.

“SBRNET is aggressively cracking down on drug and gun dealers to make our neighborhoods in Santa Barbara County safer for families,” task force Cmdr. Ken Bambrick said. “This was an especially important bust because the suspects were selling high-powered rifles and dealing dangerous drugs across the street from an elementary school.”

Duarte said a news conference is scheduled for 1:30 p.m. Monday at the Police Department, 215 E. Figueroa St.

Ok – time for all of the marijuana zealots to chime in and start ranting about how, if weed was even more legal than it is, none of these people would have committed all of this crime.  Go ahead, start listing all of your bogus web sites with skewed information as to how great pot is and how its legalization will reduce crime and that no one who is associated with Mary Jane is violent … Yeah, right … AK47s!!  Marijuana is defacto legal – anyone with a two-bit excuse can get a prescription for it and can by a 20 bag (bottle) at any one of the 600 dispensaries in town and there are still people growing it and selling it illegally, along with their AK47s, while they are endangering their children’s’ lives and you will continue to claim that making it fully legal will stop black market selling and the world will be a much better place.  Guess what – marijuana is a drug that makes people high and there will always be criminal conduct associated with it no matter how much you try to make it appear legitimate.  Go ahead – sit under your Bob Marley posters, wearing your tie-dye head bands, blunt hanging out of the right side of your mouth, and start blogging away …

It appears marijuana is not the only drug that should be legal to prevent crime. I guess we have to legalize meth, mushrooms, and AK-47s to stop crime as well. Then this stuff wouldn’t happen, because well duh, then it wouldn’t be a crime anymore.

For once a newspaper accurate reports the ‘fully-auto’ [AK47s] and *also mentions the other semi-auto “assault weapons” (maybe semi-auto AK-variants?).  As a legal firearm owner/builder and NRA lifetime member, it’s these punks that give legal-owners/sportsmen a BAD name.  Even fully-auto rifles (read: ‘machine guns’) have a purpose and a place for the collector, but not a ‘pot and payment collector’.  I am happy that these firearms are out of these criminals’ hands.  It’s a shame that they will be filed away in a box, destroyed, or sold-back to the ‘bangers by some crooked SB/SoCal cops :(  Hopefully before they are, some crimes can be traced back using these firearms.  Let the cases be finally closed and throw more sentencing on these baddies; seems like some of these were already repeat-offenders.  Score one for the good guys!

  It isn’t obvious from the story that the arrestees have connections with Mexico, although this could be verified later. If you look at the arrest list, there are several anglo names, and some with spanish names are not immigrants - and probably have associates of mixed ethnicity. Also note that some are just charged with high volume drug dealing rather than guns.

With several paroles on the list of the arrested you can be sure that the Mexican Mafia is probably part of this. When you go to prison as a Hispanic you have no choice in the matter it is a part of survival. It is divided into north and south.

As for the guns people are probably not aware the damage that these type of weapons can and will do. About the only thing stopping a AK round is a solid sheet of steel that is probably at least a half inch.

The reason for all the inter-agency help is that most good police work is done in conjunction with many agencies any more. Especially on these levels. Sounds like Santa Barbara is finally doing the right thing in reaching out to the federal levels to get the specialized help they bring and the extra man power.

I live in the neighborhood and this house which is right on a corner and across from Monroe School, looks like danger all the time. Code violations galore. I have wondered for years when the city is going to do something about it.  More than an eyesore it is a liability. So they arrested a couple residents but seems like business as usual there.

The house on Samarkand is just up the street from my house, and my kids walk by it on the way to school.  Thanks to all law enforcement involved for making our neighborhoods safer.

First of all you misquoted. Nobody said the town is controlled by cartels, the comment reads: “Wake up Sanchez, before the town is controlled by Mexican drug cartels.”

Thank you law enforcement for getting the guns and drugs off the street. Hope all these criminals are prosecuted and that more raids like this continue if this stuff is in SB. How sad that some folks would do such things near an elementary school. Wondering if there are homes like this in my neighborhood?

wow no one read the charges did they - the person who was charged for child endangerment with the pot did not have any firearm’s and they were only raided because they are friends from school with Thomas Edward Dominguez and happened to live down the street from him.  There was no child endangerment on his or her part (my stepbrother and his wife) and it is a crapy charge when they were not dealing drugs…. they just got caught up in the flow of things from a bad choice of friends.

When law enforcement busts people like this they always trump up the charges at the beginning.  Some of these charges will not hold up and many will be reduced.  They always want to make it sound as bad as possible for those arrested. 

If you want to solve a lot of problems, legalize drugs and criminalize guns!

Secondly, when you become a parent you are responsible for not only yourself but your children.

I would say hanging out with people who deal drugs and weapons is inherently child endangerment and stupidity.  Dealing using who cares!  Parents have a responsibility to provide their children a safe environment and the distinction between dealing and using in my mind is irrelevant.  Tell your relatives to grow up and make better choices and for God sakes get some new friends.

Your excuse is a pathetic one.  Great job to all law enforcement involved and kudos that know one was injured during the execution of these warrants.

The charges/bond amounts quoted (for some of the people mentioned) in the article are not accurate…In order for the PD to obtain warrants and justify the destruction/cost associated with these raids, they do - in fact trump/exaggerate the “expected” charges.  Some people have already walked.  So relax, as usual the PD caught some “bad guys”, but they also erroneously involved some innocent people in this “operation”.

“Assault Rifle”  Is a word that the Gov’t and Media use use to make Guns look Evil. 
Any Gun is the wrong hands are Evil, what about Vehicles?  Pound for pound drunk drivers and Speeders kill (1) more than gun owners (2). But why the negative annotation with an “Assault Rifle? Cars are way more deadly. Yet, you do not see the Gov’t trying to Ban Cars!  There are many guns that are illegal only because of how they look, it’s called, Discrimination Against Guns.  In CA there is an Ar-15 which is illegal in certain configurations, yet a hunting rifle that performs the same, but looks different is legal!

Do you know that with all the charges against these people, the jail personnel are calling family members to ask if they will give their relative a place to stay until the trial? They are going to let them out in their own recognizant. Get out of Jail FREE No Bail needed!!!!

Yes, one of them is my son. But I doubt that he is as involved as they say, He is homeless and he sleeps wherever he can find a space to rest his disabled bones. I know he was on drugs a while back but I thought that was over with.

Well people of Santa Barbara, they are going to get out of jail. How do you like that?
Not only are ALL of us are third and fourth generation Santa Barbarans.  We have NEVER lived anywhere else! We are natives of Santa Barbara and if you look back into our ancestry, the oldest ones were born in Los Angeles when it was still Mexico.

And as for the cooper street address.  NOTHING was found there. However, when the cops broke in the doors, and mean every single door in the house, they told the girls ages 10 and 12 to put their hands up in the air. These huge looking Monsters in black hood and costume with the biggest guns in the world, ordered them downstairs with the guns in their backs. When they got them outside, they ordered the little girls to sit down on the ground and stay there.
Talk about terrifed!!!!!!

And the little boy age 4 was screaming and crying all the time for his Mommy or Grandma which were on the ground handcuffed.
Then this Mob of cops threw everything they could find oll over the floors. No drawer or closed was left with anything in it. The kitchen, the bedrooms, the living room the bathrooms, EVERYWHERE!!! Distruction everywhere.
When it was all over, these cops put my great grandchildren in a line up, including the 4 year old, and took MUG shots of them with a bunch of numbers under their chin. And all my grand-daughter did was give her Dad a place to sleep. Too days before, he had left her home and went somewhere else.
