Driver Involved in Fatal Head-On Crash in Goleta May Have DUI Record
The alleged driver in a wrong-way collision on Highway 101 that killed two Goleta residents was being held Monday in Santa Barbara County Jail on $100,000 bail. Richard Lawrence Rodriguez, 20, of Tustin, faces felony charges of driving under the influence of alcohol or drugs causing injury and vehicular manslaughter while intoxicated.
It may not have been his first DUI arrest.
The Orange County Sheriff’s Department confirmed Monday that a Richard Lawrence Rodriguez, 20, was arrested by the California Highway Patrol on Oct. 30 in Westminster for misdemeanor driving under the influence. The charge involves driving a vehicle under the influence of drugs or alcohol and having a blood alcohol content of .08 or above.
Rodriguez was booked by the Orange County Sheriff’s Department about 3:20 a.m. and was “cited and released,” meaning he was released after sobering up, department spokesman John McDonald told Noozhawk. According to booking information, he was released about noon and had no bail amount.
The CHP did have checkpoints that evening, because it was Halloween weekend, but McDonald said it’s possible officers just pulled him over at that time of the morning. Since no injuries were caused, it was a misdemeanor charge and there was not a reason to hold him, he said.
Neither the Santa Barbara County nor Orange County district attorney’s offices could confirm that it was the same Richard Rodriguez. The Orange County District Attorney’s Office told Noozhawk that Rodriguez has past traffic citations on his record but prosecutors said they had no knowledge of the Oct. 30 arrest.
Rodriguez was booked into Santa Barbara County Jail after being medically cleared from Santa Barbara Cottage Hospital, Sheriff’s Department spokesman Drew Sugars said Monday. Rodriguez’s injuries from the collision were not life-threatening, he said.
Authorities said Rodriguez was driving north on southbound Highway 101 about 1:17 a.m. Sunday when the vehicle, a Mitsubishi Montero, collided head-on with a Honda Accord with four occupants, just south of Storke Road.
The front passenger of the Accord, Macrina M. Ocampo, 58, of Goleta, was pronounced dead at the scene by county firefighters. The car’s driver, Marcos A. Arredondo, 18, of Goleta, and the two other passengers were transported to Santa Barbara Cottage Hospital, where Arredondo died. The two passengers, Arredondo’s teenage sisters, Karina and Yessika, are hospitalized with severe injuries, officials said.
Authorities said Arredondo was following his parents, who were in another car just ahead of him as the family returned to Goleta from Lompoc. His parents swerved out of the way of the oncoming vehicle, which struck Arredondo’s car.
The crash is the second fatal wrong-way driving collision on Highway 101 in the past month and a half. On Sept. 23, a man driving a Verizon truck hit five vehicles as he headed south in the northbound lanes and crashed near El Sueno Road.
Jose Raul Reyes Vega, 49, of Goleta, was killed and several people were injured. That crash is still under investigation.

He’s under age too. Why are we so soft on DUIs? If he had used a gun while intoxicated, this would be a national news item. The result is the same. I have yet to hear a good excuse for drunk driving. I feel terrible for this family.

Richard has a wonderful heart and he is a great man. I know he never meant to kill two people that night. I would never hurt anyone. Sadly he did and now has to spend 25 years in jail and the guilt he has. I cant imagine was Richard is going through. I bet he wishes he was dead. Its sad to know he didnt get taught his lesson the first time. All the people he was drinking with blame themself too…they have all been sad. My prayers go out to richards friends family and the friends he was with that night. Also for the family who lost 2 people, it was not their time to go, but noone meant to kill them. May they enter the Kingdom of Heaven

This was no accident, he made a willful choice to drink and drive which resulted in the death of 2 innocent people. He deserves no sympathy and from teh sound of it will likely be charged with murder.

Ever notice how the drunk driver never dies in these accidents, just the innocent victims. When I was doing my nurses training I attended an AA meeting in a hospital setting. All of the men there had been involved in a car accident in which someone died. No, Richard Rodriguez is not a great person. He is an alcoholic who has killed two people. DON’T DRINK AND DRIVE!

Just a little info. that I am 99% sure is correct- Misdemeanor DUI’s DO have their licenses suspended, just not immediately. The license is revoked at the court date. This is the same with numerous other traffic offenses and I would assume this is because the DUI offender is “innocent until proven guilty.” Guilt is determined at the court date and, if found guilty, the license is suspended.

its easy to dehumanize someone who you have never met. but imagine, god forbid, that it was your 20 year old son or daughter or brother or sister who got behind the wheel. would your reaction be the same? im not saying rick doesn’t deserve some serious jail time. he absolutely does. but the fact is that teenagers do stupid things and take serious risks like this everyday, and it is ignorant and DENSE to label rick as a monster who “deserves the injection”. really? It’s not a question of whether he is a good person or a bad person. These situations are never that black and white. Rick is a good person with a good heart who did a terrible thing, and im sure he will think about it everyday for the rest of his life.

Every time I read about one of these “vehicular manslaughter” cases because of a DUI it makes me sick.
There is no way to stop a driver from driving.
I have personal experience with this and I can tell all the “bleeding hearts” that people who drink and drive usually continue for the rest of their lives - “unless” they stop drinking completely or “never” drive.
I taught “traffic school” for about 5 years and the repeat offenders were going in and out of the system in a revolving door of “slick lawyer” maneuvering around “hands tied” judges who “want to do” the right thing - but are bound by laws that favor the DUI “suspects”.
Even when the laws are followed, you can’t stop them (the DUI drivers) from getting in any car and driving drunk!
The solution is “constant - life long” supervision paid for by the convicted along with complete retribution paid by these “low life” characters who only sober up when they appear before the courts.
I recommend “electronic monitoring” for a period of at least 10-20 years frst offense.
“Electronic Monitoring is the 21st Century solution to overcrowded penal institutions which are expensive and inhumane. The police and parole officers have difficulty keeping up with the large number of suspects and parolees and individuals on probation. Electronic monitoring provides an efficient way to maintain the safety of the public and efficiency of law enforcement.”

The real problem, though is still the same, “How does the Drunk Driver” work without driving privileges?” Which is the one question that always gets the court in trouble, ending up with some type of ridiculous leniency.
Again, my solution is to set up a mandatory work furlough program for DUI convicts. The state has a lot of work that needs to be done (from menial tasks to administration positions) and remember, DUI convicts come from all levels of education. Let them (the DUI convicts) ride in buses to work - garnish their wages until all costs have been paid. Then monitor them for another 10 years.
If the state really wants to stop the repeat offenders from eventually killing innocent drivers, we have to strong enough to take their privileges away once and for all.

I know her personally Yessika and she’s funny and bubbly I hope and pray to God that I will see her again, and laugh at her daily in school again. The man who did this does not deserve to die, but he deserves to be reminded everyday the damage he has caused to the Arredando family and all of their friends. Alcohol destroys lives please everyone get a taxi or a designated driver if you plan on drinking. Please never forget the family and every single on of you pray for them daily, and pray for Richard Rodriguez his life is over as much as the victims he will always be in Hell knowing that he ended TWO peoples lives. Rick may be a good person when he is sober but he became something else when he drove his car after drinking too much. When people drink they loose their ability to decide if they are too drunk to drive… make that decision BEFORE you drink, have a designated driver! Call a cab for your friend. Sleep on the floor. Anything but drive! No one thinks this can happen to them. Now two families are suffering!

I agree 100% with the comment above me (??). Rick made a horrible choice, and his idiotic actions cost people their lives. He definitely deserves to be punished for what he did. But you cannot label him a bad person if you don’t know him (I’m assuming you don’t know him because you would not have said he is a bad person who deserves the injection). Rick IS a good person, who made a HORRIBLE decision. And he deserves to suffer the consequences.
Besides, this should be a place for people to leave condolences and sympathy for the family, not pass judgement on others.
I am truly sorry for the family and friends. I will be praying for you all.

So how exactly is someone a “GOOD guy” if they get arrested for a DUI then a little over a week later decides they are going to drink and drive again and end up killing two innocent people? Most people dont understand how serious drunk driving really is. And Richard might have been a really good person, but once he made that decision to drive while intoxicated, he was no longer a good person, he became a murderer. Killed two innocent people who definately did not deserve to die. They were both loved so much and this stupid action Richard took, hurt so many people. Marcos was only 18. He had his whole life ahead of him. Macrina was such a giving person and she cared for everybody. The loss of Macrina has affected so many lives and it is all so unfair. But life is not fair. Ive learned that so far. I just hope Richard pays for his stupid actions and that justice is served.

You didn’t know the two people that died, Marcos made a difference to every person he ever met and everyone loved him. There isn’t a soul alive who has met Marcos and does not love him. Ricky, a young man who has his whole life ahead of him. He made a bad decision and is paying for this horrific misfortune. But those who do not know him should not judge him as a monster. If you knew him you would not be saying this. There is a god and god will watch over him. This will haunt him the rest of his life regardless of what the sentence is. But he did NOT do this intentionally. He would never in his right mind want or try to kill someone. I am deeply sorry for the two who have lost their lives and their families. I feel all of your pain. Unfortunately I lost my maid of honor 6 weeks before my wedding to a drunk driver. I know the hurtful feeling. Rip to those that didn’t make it and much sympathy to the friends and families.
In this case I know Rick’s family and some friends and see the pain they are going through as well. They are not only losing the one they love to a cell but are dealing with the thoughts of the ones lost and hurt and their families.
This is a hard time for many. Lots of prayers are needed for all family and friends involved.

Richard deserves life behind bars. I don’t care how good of a lawyer he has he deserves at least one life sentence for the 2 lifes he killed. There is no excuse for his actions. He is a responsible adult just like everyone else who is 18 and over. He is not a teenager anymore he’s 20 years old. Its just sad to have 2 people you knew leave your lives that fast without ever a chance to say goodbye. My family is going through a lot because of this loss. Both victims were like family to me. They were 2 innocent people just a couple of miles away from being home but thanks to richard they never will make it home. This has ruined so many lives already and it sucks to see it first hand in your family. I hope richard feels some pain while behind bars and remembers what he did because he will forever be a murder till his last day comes. RIP Tia and Marcos

My heart goes to the families of the people dead and the ones injured, I also pray for the young man who caused the accident and his family.
As a mom, I can only imagine the pain of the parents who lost thei child, and the children who lost their mom, but I know that no punishment will change anything for anybody. Enough suffering is already going on to ask for more.
Rodriguez made a mistake or perhaps he is ill, alcoholism is an illness, he needs help. HOw much can you make Rodriguez suffer to be enough to pay for the ocnsequences of his act—no suffering will remedy anything.
We need more programs to iform youth about the consequences of drugs and alcohol, we need more money for school and school programs to reach everyone so sitautions like this can be avoided next time.
Please support everyone involved in this tragic inccident—including Rodriguez.

I would be interested to know exactly how drunk Rodriguez was to be driving on the WRONG SIDE of the highway. This fact alone should show everyone that he should not have been anywhere near a vehicle unless it was in the back of a cab. There is NO EXCUSE for this. A “nice” guy would have learned his lesson after being let off the previous week. A “nice” guy, having still decided to continue drinking (strike 1), would have remembered his mistake and not gotten ANYWHERE near a car (strike 2). Intentional or unintentional, a “nice” guy does not choose to get into a car intoxicated, kill 2 people, injure 2 more, destroy a family, and disrupt a community (strike 3). By my count he is out.
Given his record in just the past 2 weeks, I hope there is no plea bargain in this case and the prosecution goes for the strongest sentence possible.

How can you say it was not intentional, if he was drinking and decided to drive to me that is intention. You say that “he in his right mind wouldn’t try
to kill someone”. Well let me remind you that when you drink you are not in your right mind, because impairment occurs when you consume alcohol..
Drinking responsibly means knowing how alcohol affects you and the amount you can drink without endangering yourself or others.
I guess he didn’t mean to drink so much or get behind the wheel while DRUNK?
Don’t get me wrong I do feel sorry for his parents and family member HOWEVER I do NOT feel sorry for rick..
I hope that the image of the CRASH site and the names of the victims remind him and taunt him every single day of his life. That because of his decision to get behind that wheel while intoxicated 3 families will NEVER be the same..

When my son leaves the house on a Friday or Saturday night—I say a prayer that he makes it home safe, I stay awake until he is home and in his bed. Every siren, every phone call to the house sends chills through me. Now you have two mothers whose sons won’t come home. One will only have the memories of her precious child and the other will never have the same child ever again. It is heartbreaking on so many levels. Both families will never be the same. Last night I stayed awake and cried for those two mothers whose sons won’t be coming home and gave a kiss to mine who was sleeping safely in his bed. My thoughts go out to all.

The posts on here defending the DRUNK DRIVER are sickening. There should be no pity for him. If he was such a great person and so loving or whatever nonsense people are spewing on here he never would have driven DRUNK. Rick is not a good person, he is a selfish person. He made the decision to put innocent people at risk just so he could drive. One poster mentioned “he may have been trying to kill himself.” So that should make people more sympatric? Come on, that’s about the most selfish thing you can do and to take other lives with you, makes it even more disturbing.

Like the previous person stated, after receiving a DUI you have a 30 day temporary license until your court date. Except for minors, they also have to go through the DMV, not just the courts. If within 10 days of receiving your DUI you do not request a stay on your license pending the outcome of the hearing, your license is automatically suspended for a year no matter what. Since it had been only 8 or 9 days after receiving the DUI, his license was probably not suspended at that point.

Time to make a serious change in the law. If someone is arrested on initial evidence of driving while intoxicated, even if assuming no harm is done to others, a minimum two day stay with a medical and psychological evaluation is needed. Then an immediate hearing before a judge to see if a more intense detox and psych treatment, beyond an immediate driver’s license suspension, is called for.
Add in any initial detox jail time or an electronic monitoring bracelet to insure the person will not go anywhere to cause more harm should be included. Then after a soon as possible court date, the convicted can pay for all these costs plus penalty.
A increase in the alcohol tax is probably needed as well for more prevention education, like showing the cost$ (and time) for even one DUI.

Same Guy, won’t say how i know. First offense for DUI is considered minor. The person has their license suspended for 4 months. This suspension, however, does not take effect until 30 days after the arrest. But, I guarantee you, suspended a person’s privilege to drive will not stop them from driving. Suspended and unlicensed drivers are all over our roads.

Actually, if you are under 21 your license is suspended for one year, not four months. But you’re right, it does not take effect until 30 days after.

I have gotten behind the wheel of a vehicle many times which resulted in 3 DUI’s over 30 years. Fortunately I never hurt anyone and was never hurt. I continiued to drink and drive because the penalities were not strict enough. I thank God I never hurt anyone and do not drink and drive anymore due to situations like this. I could not live with the guilt and shame. If we want drunk driving to stop or reduce radically - It’s simple: If you drink and drive and have a BAC of .10 or higher you spend ninty days in jail at your expense. The second would be 1 year in jail. Plan and simple - No lawyering up and getting out of it or reduced. If this were in effect today two people would be alive and one young kid would have a life in front of him to look forward too. Couple of problems, the lawyers do not want this and the food and beverage people don’t want this. It’s about money not people’s lives.

Do not pass judgement on someone you do not know. I know it was a stupid mistake that was made and unfortunately it cannot be taken back. But how many of you have drove drunk, probably numerous times. I am not trying to justify what Ricky has done. Ita a horrific trajedy that he got behind the wheel and two people were killed. Do not think for one second he is not hurting for what he has done. And not because he has to sit in jail for however long but this will haunt him for the rest of his life. I am lucky enough to know Ricky and i can honestly say that he would have never meant to do any harm to anyone. He is a very sweet and bright guy i know that most of you out there are probably thinking that he doesn’t care about what he did or that he doesn’t think about what he has done to the other family. But knowing him he is thinking about it every minute of everyday and wishing that he can take back what happened. The people that don’t know him should’t be juding him for this yes it was really stupid for him to do this, but you know what a ton of people do stupid things when they are under the influence. His judgement was impaired and if his judgement wasn’t impaired this would have never happened. What about all of the kidnappers, rapists, gang members, and druggies i don’t hear people making such a big deal about that why not? All of that affects a family just as much as drunk driving does. And i am sure that A LOT of the people out there slamming him have driven drunk before. This could have happened to anyone of you out there and YOU could have been the one to ruin a family’s life. I have another thing to say Ricky wasn’t the only one to get on the freeway the wrong way yes he was intoxicated but what about this other guy that was drivin a verizon Truck? “The crash is the second fatal wrong-way driving collision on Highway 101 in the past month and a half. On Sept. 23, a man driving a Verizon truck hit five vehicles as he headed south in the northbound lanes and crashed near El Sueno Road.”

I have seen Rick around at parties in Irvine. But talking to my closer friends, we decided what Rick did was unacceptable and he deserves 30 years to life in jail. The fact he got a DUI and then drives drunk again within a week shows how irresponsible he is and how much he doesn’t care about the law.
First off, there was no urgency to go drive while blacked out, he had a house to crash at and sober up the next day. But no, he decides he should drive when he just passed out on the couch. If he was trying to go home, he was going to leave behind his friends he drove up to SB. If he was trying to get food, he should have just waited until he was sober.
It’s hard for me to defend Rick knowing he got a DUI the week before this incident. If Rick killed one of our mutual friends or their family members, I doubt any of his friends here would back him up as a wonderful guy.
I doubt Rick would really learn his lesson if he was only sentenced 3-5 years in prison. I bet he would drive drunk again if he somehow was let off the hook this year. He’d probably think, “I’ll drive drunk more carefully” after having 8-10 shots.

Jetfalcon… you are probably the type of person who would laugh and cheer when you are infront of me and cowardly talk ill as soon as I turn my back. Thus, anything you say should not be taken seriously because what you did on the blog above shows a serious lack of loyalty and character on your part. You better hope to not see me around in Irvine…
Furthermore, to the more important topic… I understand the frustration and emotion built around this tragedy due to the 2 innocent deaths. I guess Rick being such a loving person cant be held accountable due to this fact. However, 2 lives lost is a lot better(for the lack of a better term) than 3 lives lost isnt it? I know it might be extremely hard to find the compassion in your hearts especially if you only knew the victims of this accident.. but I will be another person to testify that Rick was a wonderful person…
RIP and prayers to the victims and to both families..
