Ventura County has named Scott Powers as its chief financial officer, replacing Kaye Mand who retired in March.

Powers, who was selected following recruitment of both internal and external candidates, brings 25 years of experience to the position. In his new role, he will oversee the county’s $2.9 billion budget.

Powers has experience in the public sector at both the federal and local level, and recently served as the deputy chief financial officer in the County Executive Office.

He managed a team of analysts focused on matters related to budget, operations, finance, policy, legislative, strategic planning and analysis. He also served as the lead on financial matters related to the county’s response to the COVID-19 pandemic and oversaw $500 million in COVID funding.

Prior to his tenure with Ventura County, Powers worked in the defense industry for Lockheed Martin and Raytheon Corp. on critical defense projects on a national and global level.

“Scott is driven by a decade-long commitment to county budget management and has an unwavering dedication to service,” said Sevet Johnson, county executive officer. “I thank him for his willingness to serve the county and community in this capacity.

“Scott’s transparent and forward-looking approach to the budget will continue to allow the county to maintain financial strength and sustain critically important services in support of all our communities.”

“I am deeply honored and thrilled to be selected as the chief financial officer for the county of Ventura,” said Powers. “This position represents a tremendous opportunity to contribute to the financial health and stability of our community.

“My goal is to ensure fiscal responsibility, transparency, and strategic planning that will support the county’s growth and prosperity moving forward.”

Powers holds a bachelor’s degree in public administration and political science and a master’s degree in public policy and public administration.

Power’s annual salary will be $308,860.
