Cesar Ruiz, Santa Maria-Bonita School District (SMBSD) translator with Multilingual Services has been honored with the Key to the District by SMBSD Board president Luz Maria Cabral.

Ruiz, who was recognized at the March 11 board meeting, was selected by Cabral as her Key to the District recipient. Ruiz has been with SMBSD since 2011, when he started as a librarian with Arellanes Junior High, where he also coached basketball.
The Key to the District is the highest recognition awarded by the SMBSD board to individuals who have made outstanding contributions to the district’s mission and values. Initiated in 2022, the award recognizes teachers, staff, volunteers, and community members for their dedication and positive impact on students and families.
Honorees are selected by a SMBSD board member or trustee.
Ruiz serves as a cornerstone of the SMBSD Multilingual Services Department, where he is dedicated to fostering a deep sense of belonging for all families, the district said.
“By dismantling language barriers through high-quality interpretation and cultural nuance, Ruiz ensures that every parent — regardless of the language they speak — can advocate for their child and participate meaningfully in the educational process,” the district said.
He is widely recognized for his warm, professional demeanor and his ability to transform complex district systems into accessible information, whether through direct translation at school-level meetings or his leadership in the district’s local radio program.
Innovation and inclusivity are at the heart of Ruiz’s contributions. Most recently, he led a transformative project to demystify the English Language Proficiency Assessment (ELPAC) and language reclassification process, helping produce a series of user-friendly videos that empower families to navigate these key academic milestones with confidence.
“A collaborative and solutions-oriented leader, Ruiz uses creative media and technology to amplify voices that might otherwise go unheard,” the district said. “His work not only provides practical support to staff and administrators, but also strengthens the district’s overall culture of equity, making families informed and valued partners in student success.”
“As translator, Cesar fosters a powerful sense of belonging with our families regardless of the language that they speak,” Cabral said at the board meeting. “He removes barriers that might otherwise isolate parents, ensuring they feel welcomed and empowered to participate in their child’s education.”
“Cesar believes deeply that every family and every staff-member deserves to be heard. His high-quality interpretation at district and school-level meetings allow multilingual parents to ask questions, advocate for their children and participate fully in their educational process,” she said. “His careful attention to tone, accuracy and cultural nuance ensure communication isn’t just translated but honored.”
Accepting the award, Ruiz said he was grateful for the honor and appreciated the kind words. He credited his faith and work team with making his job possible.
“Something I’ve learned from my faith is: we can’t separate personal life from our business whether we want to or not, so respect goes all the way whether it goes from home or at work,” he said. “So I thank my God for that and I thank my organization that I volunteer with, because that is something that I carry on.”
