A half-mile section of Highway 192 near Summerland is expected to reopen Friday, following the completion of a new retaining wall, Caltrans announced Wednesday. The 3100 block of Foothill Road between Toro Canyon and Nidever roads has been closed since Specialty Construction Inc. of San Luis Obispo began work on the $1 million project last summer.
