Goleta is hosting a second Planning Commission workshop on the city’s Local Coastal Program (LCP) Project, 6 p.m. Monday, Jan. 12 in City Hall Council Chambers, 130 Cremona Drive.
The public can also attend virtually via Zoom; find information on the agenda to be available at least 72 hours before the workshop at https://www.cityofgoleta.org/goletameetings.
The first workshop took place Dec. 8, 2025; a recording is available here.
The California Coastal Act requires that local governments develop LCPs, which are land use planning documents that lay out a framework for development and coastal resource protection within a city or county’s Coastal Zone area.
An LCP is prepared by the local jurisdiction and submitted to the California Coastal Commission for certification. The Coastal Commission will continue to maintain permit authority over most development within the Goleta’s Coastal Zone until the city has a certified LCP.
Workshop No. 2 will address Coastal Commission-staff proposed revisions to the following three policy topics: Public Access, Safety (Coastal Hazards), and Visual Resources. These topic areas will be the focus of discussion and comments from the Planning Commission and the public.
After the draft LCP policies are considered, a subsequent public hearing draft LCP with policies and associated zoning amendments will be presented to the Planning Commission for review and recommendation to City Council.
City Council will be asked to adopt the hearing draft LCP before it is submitted to the Coastal Commission for certification.
