The Santa Barbara Carrillo-Castillo Commuter Lot at 400 W. Carrillo St. will be temporarily closed Sept. 21-Oct. 9 for repairs and refurbishment to address deteriorating and unsanitary conditions.
City staff and contractors will be repairing asphalt, repairing damaged water lines and electrical, installing updated signage, power washing and sanitizing, trimming trees, and cleaning debris from landscaping.
During this time, all vehicles will need to vacate the lot in order for scheduled work to proceed. All vehicles remaining in the lot after 8 a.m. Sept. 21 will be towed and impounded. Vehicles can be recovered by calling Parking Citations, 805-897-236
Proper noticing has been given to all permitted and unpermitted vehicles within the lot, according to the city.
The city has been working with service providers, including New Beginnings, SB ACT, City Net, and Good Samaritan, throughout the process as there has been a growing number of people experiencing vehicular homelessness and unsheltered individuals within this region.
Over the last six months, New Beginnings has been letting unpermitted vehicle owners in the commuter lot know about the Safe Parking Shelter and Rapid Rehousing Program.
The program provides safe overnight parking to individuals and families living in their vehicle. Concerted outreach si far has resulted in six successful enrollments from the commuter lot.
City staff have also placed notices on vehicles and spoken directly to vehicle owners about the lot closure.
Current commuter permit holders will be relocated to Lot 2 during this time. The Neighborhood Navigation Center, operated by SB ACT on Tuesdays within the lot, will be moved to Christ Presbyterian Church, 36 E. Victoria St., 10 a.m.-1 p.m. Sept. 26 and Oct. 3.
The Showers of Blessing program, which is part of the Neighborhood Navigation Center, will be temporarily providing access to showers at the Santa Barbara Mission, 2201 Laguna St., 10 a.m.-1 p.m. Sept. 26 and Oct. 3.
