A Goleta Valley man who surrendered himself to police Monday night after a standoff has pleaded not guilty to allegations of elder abuse and other charges.
Andrew Monroy, 59, was arraigned Wednesday morning.
He was charged with two counts of threatening a crime with intent to terrorize, one count of cruelty to an elder/dependent adult, one count of obstructing or resisting an officer and one violent felony enhancement.
Superior Court records show that the allegations are related to a Monday incident involving two people, including one who is identified as an elder and/or dependent adult.
Records also show Monroy is accused of being armed or having used a weapon.
The District Attorney’s Office also plans to introduce evidence of alleged prior acts of elder abuse, per Superior Court records.
Monroy remained in police custody as of Wednesday afternoon on a $25,000 bail, according to Santa Barbara County Sheriff’s Office custody logs.
Monroy’s occupation is listed as a physician in the arrest log. Records show he had his medical license revoked in 2015. He was found to have been “grossly negligent in the care and treatment of patients” and did not “maintain adequate and accurate records,” according to the state of California.
Deputies responded to a home on University Drive in the Goleta Valley for a welfare check at around 3:24 p.m. Monday, but the incident turned into “barricaded subject with threats,” according to Sheriff’s Office spokesperson Raquel Zick.
Sheriff’s deputies, who were later joined by the Santa Barbara County Fire Department at around 6:22 p.m., set up a command post near Fire Station 12.
Per emergency radio traffic, the suspect — later identified as Monroy — surrendered himself to the police at around 7:15 p.m.
He was initially booked into jail custody on a $75,000 bail on suspicion of elder abuse, threatening a crime with intent to terrorize and obstructing/resisting an officer.
Monroy is due back in court on Oct. 22 for a preliminary hearing setting.
