Shortly after 6 p.m., emergency personnel, including Santa Barbara County Fire Department and Lompoc Fire Department members plus California Highway Patrol officers, responded to the scene on Highway 1, a half-mile south of Santa Rosa Road, county Fire Capt. Scott Safechuck said.
