The man killed in Wednesday’s traffic collision involving a Marborg Garbage truck is identified as Michael Neff, 53.  Reportedly, Neff had lived in the Santa Barbara area a few years, but was a native of Fowler, Ind. The Fowler Police Department was asked to make the death notification.  Coincidentally, Fowler Police Chief Don Moyars went to school with Neff and personally knew his family. Neff’s companion, Michelle James, was treated and released from the County Hospital with minor injuries. Once the investigation is completed, the case will be submitted to the District Attorney’s Office for review.
