A registered nurse accused of running an unlicensed in-home health care business has pleaded not guilty to criminal charges in Santa Barbara Superior Court.
The District Attorney’s Office filed 77 felony charges related to theft, burglary, embezzlement and more against 71-year-old Rosanne Marquis of Santa Barbara earlier this year.
The District Attorney’s Office alleged that while running an unlicensed health care business — which she had operated at least since 2019 — Marquis stole from elderly dependent adults, including a veteran.
The District Attorney’s Office also alleged she did not provide “accurate” tax returns and failed to “make required deductions and payments to the Employment Development Department on behalf of her employees for several years.”
Superior Court records state the alleged incidents occurred between February 2019 and August 2024.
The U.S. Department of Veterans Affairs Office of the Inspector General and the California Employment Development Department were also involved in investigating Marquis, according to the District Attorney’s Office.
Marquis pleaded not guilty to all the charges and denied two enhancements in June.
She is out of jail custody on bail and is due back in court for a preliminary hearing setting on July 16.
According to the California Bureau of Registered Nursing, Marquis received her nursing license in 1976. It is due to expire in August.
A LinkedIn account associated with Marquis indicated she worked for Santa Barbara Cottage Hospital for 24 years, between August 1985 and November 2009.
The account also noted she worked for the Santa Ynez Hospital for 10 years, between November 1985 and December 1995.
Superior Court records also show that Marquis had filed a handful of lawsuits in small claims court between 2017 and 2025, largely related to alleged non-payment for nursing services. Most were dismissed. One, filed in June 2025, was ruled in her favor, according to Superior Court records.
