
Roosevelt G. Bisquera, also known as Rosie or Garner, passed away peacefully on Sept. 25, 2026, at the age of 94. Born on May 31, 1932, in Santa Barbara, Roosevelt was the son of Catalino and Eulogia Bisquera, natives of the Phillipines who named him after President Roosevelt.
He was married to his beloved wife Rosemary for 66 years.
A proud alumnus of Lincoln Elementary School and Santa Barbara High School, Roosevelt’s education laid the foundation for a life of hard work and dedication.
He served his country with honor in the Korean War, embodying the spirit of courage and commitment that defined his life.
Roosevelt built a rewarding career as a mechanic and maintenance worker at GTE where he worked diligently for 35 years.
Beyond his professional achievements, he was known for capturing family moments with his unique cameras, ensuring every occasion was forever remembered.
His love for dance was evident in his fancy footwork with Rosemary, a shared joy that brought smiles to all who watched.
Roosevelt also had a passion for collecting Corvettes and Corvairs. He loved talking about cars.
He is survived by his children Lisa Bisquera (Jr.), Karen Bisquera, and Robert Bisquera (Lettisia). 12 grandchildren and 19 great-grandchildren.
He is predeceased by his parents Catalino and Eulogia; wife Rosemary; brothers Credo, Hoover, Salermo and Domingo; sister Mary Versola; stepson Gilberto Reyna; and grandsons Mikey Velez, Ricky Bisquera, and Anthony Hartley.
Heartfelt gratitude to Dr. Michael Omlid, and to his dedicated caregivers Gigi, Felipa, Lydia, Karina, Ruby and Reyna at Cliff View Terrace, who cared for him with love and compassion.
And a special thank you to his granddaughter Serena Reyna whose loving care allowed him to remain in the comfort of his home, fulfilling his deepest wish.
