The Santa Barbara Police Department took a man into custody Friday afternoon after an hours-long standoff and negotiations at a Garden Street residence.

Police sent out a message at 4:48 p.m. Friday saying the public no longer needed to avoid the 600 block of Garden Street since the incident “has been safety resolved.” The person surrendered and was taken into custody, police said.

The incident started around 8 a.m. when police responded to a report of a man who allegedly threatened and physically assaulted several residents at an apartment complex on the 600 block of Garden Street, Lt. Antonio Montojo said.

“He retreated into his apartment when officers arrived and refused to come out. The resident was identified as Donovan Madden,” a 47-year-old man, Montojo said.

A co-response team with a police officer and mental health clinician responded and established phone communications with Madden for hours, he said. The man told the officer he would not surrender, and repeatedly ended phone calls, Montojo said.

Crisis negotiation response team members also responded to the scene.

“Officers were relentless in maintaining phone communication with Madden.  After nearly eight hours of negotiations, Madden peacefully surrendered and was safely taken into custody,” Montojo said.

Madden was booked into jail on suspicion of assault with a deadly weapon, criminal threats, kidnapping, attempted residential burglary, and resisting arrest, police said.

The incident drew a large law enforcement presence to the scene and police sent out several Nixle alert messages asking the public to avoid the area. They also said there was no public safety threat outside the building.
