Central Coast Community Energy (3CE), which covers parts of Santa Barbara County, has announced three leadership appointments. 3CE is a public agency that sources competitively priced electricity from clean and renewable energy resources.
Administrative executive Dewayne Woods has been appointed chief financial officer. Woods worked as the assistant county administrative officer for Monterey County for 22 years, where he oversaw the county’s $1.9 billion budget and finance operations.
Catherine Stedman, who joined 3CE in 2022 to lead communications and outreach efforts, has been named chief communications officer. Stedman will oversee communications, account services, and energy programs.
She brings utility experience in community relations and government affairs, having led external affairs for California American Water’s district operations on the Monterey Peninsula for 16 years.
Dennis Dyc-O’Neal has moved from director of Power Supply Resources to interim chief operating officer for 3CE. With some 25 years of experience in the electric and natural gas markets, Dyc-O’Neal brings specialized capability in renewable energy, business development, and contract administration.
Before joining 3CE, he was the director of Power Resources for Silicon Valley Clean Energy and spent 13 years at PG&E in energy procurement and contract management.
“These changes position 3CE with motivated and experienced leaders dedicated to fulfilling our mission of transitioning the communities we serve to 100% clean and renewable energy, and delivering care and results for our customers, communities, boards, and stakeholders,” said CEO Robert Shaw.

3CE is locally controlled and governed by board members who represent each community served by the agency. It provides service to 444,000 customer meters, or more than 1 million people on the Central Coast, including residential, commercial and agricultural customers in communities in Monterey, San Benito, San Luis Obispo, Santa Barbara and Santa Cruz counties.
