The Central Coast Regional Water Quality Control Board is losing patience with the Los Olivos Community Services District (See letters of May 19, 2026, and April 3, 2025, on the district website).

We have a local case study in exactly what happens when a problem goes too long without being addressed.

Los Osos, less than 70 miles to the north in San Luis Obispo County, faced a similar crisis. The regional agency applied severe measures.

Most sobering for Los Olivos residents, the district began issuing cease and desist orders against individual homeowners.

Residents were prohibited from discharging wastewater from their own home septic systems, or they faced steep financial penalties that escalated daily.

The regional board could also treat Santa Barbara County as a contributing party to the ongoing violation unless the county fully exercises its regulatory authority by placing a hold on all discretionary permits.

That means not just new homes or businesses — it means any remodels, additions, kitchen or bathroom renovations.

I believe in this community. But protecting it requires honesty: 50 years of “Special Problems Area” designation is 50 years too long.

The science is clear. The monitoring wells are in the ground, and the data is in hand. Isotopic testing has settled the question of where this pollution originates.

The Los Olivos Community Services District was formed based on the notion of local control and the existence of a clear path forward.

What is needed now is the will to take it — before the regional water board, or the courts, remove the choice from local hands entirely.

As the county supervisor representing the Santa Ynez Valley, I have been attending Los Olivos community meetings on wastewater for more than 10 years.

I have been a strong advocate for the decisions surrounding wastewater management to rest with the community — local self-determination, rather than having the county step in.

I eagerly supported the formation of the Los Olivos Community Services District, and over these many years, I have been greatly impressed by the high quality of its board leadership and the deep, ongoing engagement of the community.

Now, at long last, after eight years of study, countless well-attended public workshops and multiple engineering analyses, the district has finally come to conclusions on the most consequential questions it was formed to answer: how to collect, treat and dispose of the community’s wastewater.

After examining many different possibilities, the answer is gravity collection and pipeline along Alamo Pintado Road connecting to the City of Solvang’s wastewater treatment plant.

The district board examined a wide range of alternatives for treatment and disposal, including building a treatment facility within Los Olivos itself — which would have required finding land, siting a plant and managing operations locally, let alone dealing with neighbors who wouldn’t want such a facility near them. 

The board also considered locations near Los Olivos, which were less densely populated, but carried a higher price tag and still would have left the community with a wastewater plant to manage.

The board determined that the Solvang option is less expensive and less complicated. Independent cost estimates put the Solvang option around $60 million compared to a local facility that would cost at least $5 million more.

For a small community services district, developing and operating a wastewater system is unusually demanding — requiring specialized technical expertise, regulatory compliance, reliable long-term management, and significant costs spread across relatively few property owners.

The choice about collection systems, getting waste from individual homes and businesses to the pipe, also examined several different options.

One would have used onsite tanks to hold solid waste while sending liquids only to the treatment facility. The district board rejected this because siting the tanks and collecting the solid waste presented significant ongoing management complexities.

The board considered two other collection options for combined liquids and solids. The first uses gravity to send wastewater the entire length of the pipes, internal to Los Olivos and then down the pipeline along Alamo Pintado to the Solvang treatment facility.

This is cheaper to build and maintain over time, although could require more excavation to set the pipes deeper into the ground to create the proper slope. Because there are a number of bridge crossings, this option would require close coordination with the county.

The other option, a pressurized pipe would allow wastewater to transit in pipes under creeks, but is more expensive to build and maintain because it involves additional tanks and pumps.

I know what many residents will say when they hear “pipeline along Alamo Pintado.” They will worry that a pipe connecting Los Olivos to Solvang is an invitation for development to follow. That is a real concern and deserves a direct answer.

The Santa Ynez Valley Community Plan contains general language discouraging such a pipeline. But general language is not a policy and only specific policies are applied when the county reviews development proposals for consistency with the plan.

Santa Ynez Valley Community Plan policies state that extensions of sewer lines should only be permitted to prevent adverse impacts on an environmentally sensitive habitat or to protect public health.

As my previous article explained, there is no question that nitrates in the Los Olivos groundwater from its septic systems poses a public health problem. That really leads to the most important point of all: who controls the pipe matters enormously.
