[Noozhawk’s note: First in a series of three commentaries on Los Olivos’ wastewater challenges.]
Los Olivos is one of the most cherished communities in Santa Barbara County — known for its Victorian buildings, small-town charm, great wine and authentic rural character.
But beneath that picture-perfect surface lies a problem that has been festering for more than half a century.
In 1974, the County of Santa Barbara formally designated much of Los Olivos as a “Special Problems Area.” Failing septic systems were contaminating the shallow groundwater beneath the town. The community was put on notice.
The geology of Los Olivos makes this situation uniquely serious. The water table beneath the town averages just 10 to 12 feet.
In most communities, septic wastewater is filtered through 30 to 100 feet of soil before reaching groundwater. In Los Olivos, septic effluent reaches the shallow groundwater almost immediately.
Compounding the problem: today the state Central Coast Regional Water Quality Control Board’s septic-density standard calls for a minimum of 2½ acres per system to ensure safe disposal.
Many lots in the Los Olivos core are as small as a tenth of an acre. This math doesn’t work.
To answer a key question, the Los Olivos Community Services District conducted isotopic tests of the groundwater to find out if the nitrate comes from agriculture or human sewage.
The result was unambiguous. The contamination beneath Los Olivos comes from the community’s own septic systems.
The district installed five monitoring wells across the service area to assess nitrate levels.
In California, two distinct standards apply to groundwater measuring two entirely different things.
The first is the Maximum Contaminant Level (MCL) — the state and federal standard for drinking water safety.
For nitrate, that limit is 10 milligrams per liter (mg/L). Two of the five monitoring wells regularly exceed that threshold, and one was measured at 14 mg/L in 2024.
If those were public drinking water wells, their water could not legally be served to any of us.
The second standard is less familiar but equally important: the Basin Plan Water Quality Objectives set by the Central Coast Regional Water Quality Control Board.
The Los Olivos service area sits within the Santa Ynez River Basin, a protected resource under California law independent of whether anyone is drinking from it today.
The nitrate level allowed by the Basin Plan is 1.0 mg/L. All five of the monitoring wells in Los Olivos are at least double this level.
Basin standards are designed to protect that resource for current and future generations — for drinking water, for agriculture, and for the streams and rivers the basin feeds.
They ask a different question than the Maximum Contaminant Level: “Are we degrading this underground resource as a system?”
Critically, you can be below the Maximum Contaminant Level and still be violating basin standards because a rising contamination trend in a protected basin is independently enforceable by the regional agency, regardless of what comes out of anyone’s tap.
In Los Olivos, both measures are flashing red simultaneously.
Some may look at the recent measurements of 11 mg/L — one point over the maximum contaminant limit — and conclude this is a technicality rather than a real health concern.
The science says otherwise.
The most acute danger is to infants. In babies younger than 4 months, nitrate in drinking water prevents blood from carrying oxygen — risking a potentially fatal condition known as “blue baby syndrome.”
The 10 mg/L limit was set specifically to prevent this outcome, and we are already above it in Los Olivos.
But the health risks extend well beyond infants. A comprehensive review published by the National Institutes of Health found that chronic exposure to elevated nitrates in drinking water is associated with colorectal cancer, thyroid disease and neural tube birth defects, including spina bifida.
Notably, several studies found increased risk at concentrations at or below the Maximum Contaminant Level. The legal limit is a ceiling, not a certificate of safety.
Now, here is the objection I hear most often: our residents draw drinking water from deeper wells, set in harder geology, below the shallow contaminated zone. So why should anyone be alarmed?
First, the shallow groundwater measured by the monitoring wells is itself a legally protected resource under the Basin Plan. The regional agency has authority to protect it whether anyone is drinking from it.
Second, that contaminated shallow groundwater discharges directly into Alamo Pintado Creek, which flows into the Santa Ynez River, a shared water source for communities across the Santa Ynez Valley and beyond.
The river and its groundwater basins serve Santa Ynez, Solvang, Buellton and Lompoc — water that flows from the valley’s agricultural heartland to the taps of downstream residents.
In addition, when nitrate-laden water pours into Alamo Pintado Creek, it can cause nitrite toxicosis in fish while also feeding intensive algae growth that strips oxygen from the water, choking aquatic life.
Finally, the assumption that deeper aquifers will remain permanently insulated from the contamination building above them is a fool’s wager in drought and earthquake country — and it is not one that state regulators are willing to make on the public’s behalf.
